What's Missing

Progressive security leaders are reimagining what offensive security engagements should accomplish. Rather than annual point-in-time assessments, they're moving toward continuous security validation. Rather than optimizing for finding count, they're optimizing for resilience.
This shift manifests in several practical ways. Organizations are measuring not just how many vulnerabilities exist, but how quickly they can detect and respond to exploitation attempts. They're tracking whether the same types of issues recur across testing cycles. They're using offensive security findings to drive architectural decisions, not just patch management.
Some are establishing formal partnerships with offensive security providers that extend beyond individual engagements. These arrangements include knowledge transfer, capability building, and continuous improvement metrics. The goal isn't to eliminate all vulnerabilities, which is impossible in complex enterprise environments, but to build defensive capabilities that can contain and neutralize attacks before they cause material damage.

This approach requires different success metrics. Consider the total cost of ownership over five years. The traditional approach might involve $1 million in testing costs, plus incident response expenses when inevitable breaches occur, plus regulatory fines and reputational damage. The strategic approach involves similar testing costs but dramatically reduces the probability and impact of successful attacks by actually closing the gaps that testing reveals.
From a risk management perspective, the question isn't whether offensive security testing is valuable. It's whether organizations are extracting anywhere near full value from their investments. Current evidence suggests the vast majority are not.
Regulatory frameworks may eventually force this evolution. The SEC's new cybersecurity disclosure rules require companies to describe their processes for assessing and managing material cybersecurity risks. Ransomware groups, nation-state actors, and sophisticated criminal enterprises are industrializing their operations, sharing intelligence, and optimizing their attack methodologies. They're getting better faster than most corporate security programs.
Ultimately, this is a leadership challenge, not a technical one. The tools, methodologies, and expertise to conduct meaningful offensive security programs already exist. What's missing is executive commitment to treating security as a strategic capability rather than a compliance obligation.
CISOs and security leaders who want to break this pattern need to reframe the conversation at the board level. The question isn't "Did we complete our annual penetration test?" The question is "How much more difficult did we make it for sophisticated attackers to compromise our most critical assets compared to last year?" The first question leads to checkbox thinking. The second leads to strategic security.
This requires courage. It means acknowledging that clean audit reports don't equal security. It means investing in remediation and capability building even when there's no immediate compliance deadline. It means potentially uncomfortable conversations about whether current security spending is actually reducing risk or just creating the appearance of risk management.
But the alternative is worse. Organizations that continue treating offensive security as an annual ritual are making a dangerous bet: that they can satisfy compliance requirements without actually improving security, and that the gap between appearance and reality won't get exploited. Given the current threat landscape, that's a bet most can't afford to make.
The billion-dollar question facing corporate security leaders isn't whether to conduct offensive security testing. It's whether they have the courage to care about what happens after the test is complete. For many organizations, that question remains unanswered.
